Managing a Parent's Care From Afar, Military or Not

Whether a PCS order took you away or you are bringing a parent here to be near a base, the paperwork has rules that care about dates.

Quick answer

Pick one local anchor, put the legal papers in order, and hire a professional to see your parent in person. A power of attorney and health care directive let you act. A local care manager, a trusted neighbor or a community staff member can send you real updates, and a regular video call keeps your own eyes on things.

How do you manage a parent's care in Hampton Roads from far away?

Pick one local anchor, put the legal papers in order, and hire a professional to see your parent in person. A power of attorney and health care directive let you act. A local care manager, a trusted neighbor or a community staff member can send you real updates, and a regular video call keeps your own eyes on things.

PCS orders and deployments make timing hard. Keep a running folder with medication lists, insurance cards and contacts. Know the local ombudsman: the regional offices run by Bay Aging serve both Southside (757-222-4542) and the Peninsula (757-808-5275). They advocate for residents with the resident's consent. See complaints and the ombudsman.

What if you want to move a parent to Hampton Roads near a base?

Plan the move around the date, not just the address. Many families bring a parent here so they can be near a military child, and Hampton Roads has a large Navy and veteran community, with the Hampton VA Medical Center on the Peninsula. Tour in person or by video before you commit.

Also think about the water. A 12-mile drive between Norfolk and the Peninsula can take much longer through the Hampton Roads Bridge-Tunnel, so choose the side of the water where you or your sibling will actually be able to visit. If you will be deployed, pick a community that stays in touch by phone. Ask it to arrange a video call with the director, and ask whether you can speak with a resident's family member for an honest opinion.

How does the 90-day Virginia residency rule affect the Auxiliary Grant?

The Auxiliary Grant (AG) requires Virginia residence of at least 90 days, with an exception for a close relative. A parent who moves here from another state and then runs out of money may not qualify for the AG right away, so plan to bridge the first three months with private funds. If the grant may be needed later, ask whether the close-relative exception fits your family before you sign a lease.

The AG is $2,130 a month in 2026 and applies only at facilities that agree to accept it. Eligibility is determined by the local department of social services where the person lived before entering the facility. Ask about the close-relative exception before the move. See the Auxiliary Grant.

Which VA benefits might help a military or veteran parent?

VA Aid and Attendance is an add-on to the VA Veterans Pension or Survivors Pension for wartime veterans and surviving spouses who need help with daily activities. In 2026, rates are $29,093 a year for a veteran with no dependents and $18,697 a year for a surviving spouse, about $2,424 and $1,558 a month.

The net worth limit is $163,699 combined assets and annual income through November 30, 2026. Countable income after unreimbursed medical and care costs is subtracted from the rate. Applying takes time, so start early. The Hampton VA Medical Center anchors VA health care for the region. See VA Aid and Attendance.

VA Pension with Aid and AttendanceAnnualMonthly (about)
Veteran, no dependents$29,093$2,424
Surviving spouse, no dependent child$18,697$1,558

Does TRICARE For Life pay for assisted living?

TRICARE For Life works alongside Medicare for military retirees and covers care that Medicare covers. Since Medicare does not pay for assisted living or long-term custodial care, a TRICARE For Life beneficiary should not expect those costs to be covered. Confirm the details with TRICARE directly.

It can still help with doctor visits, hospital care and skilled nursing rehab that qualifies under Medicare. We do not give TRICARE figures here because they change. Ask your parent's plan to explain skilled nursing and home health coverage before a discharge, not after.

What should you do before your next deployment or PCS?

Set up a plan for each of the three scenarios: a routine week, a medical event, and a hurricane. Name the person who can sign, the person who can visit, and the person who can host your parent if they have to evacuate. Share the plan with the community your parent lives in

Ask what its emergency plan says about residents whose family is away; hurricane season runs through November. Tell your command about a dependent parent when it is relevant, and ask the base family support office what help exists. Revisit the plan before every move, and keep copies of the power of attorney where the local contact can reach them. If you want help finding a community, we are paid by communities when a referred family moves in, and we will say so each time.
